The NHK article in Japanese was posted like 5 min after you asked this questions lol. My take is Kishida is cornered so he’s throwing some carrots around to divert attention away from the LDP-Moonies saga.
Handing out money without structural changes won’t have any lasting effects.

They’re simultaneously talking about raising the consumption tax. Its a total shell game. Japan needs a massive wave of young foreigners to come in and repopulate this place
if it is handouts, probably won’t affect me. tax cuts and wage increase would.
