How can I find a person in Japan?

Gentlemen, I’ll give you a bit of context, more than 20 years ago my mother was in Japan, where she had her first child, but for legal reasons, she couldn’t have custody of him, so he was given up for adoption (or at least that’s what I know from the story), it’s been a long time since that and I’d like to look for my brother. I currently live in Colombia, and I don’t know where to start looking for him and unfortunately the only thing I have available is his card number.
.
I need your help, to at least know where to start looking.

  1. Do you have a full name at least? Years ago I had to search for my ex in Japan who took my kids there and I didn’t know where she lived. I hired a Japanese lawyer who searched Japan family registry, I think they’re called koseki. He was able to locate where they were living. Maybe you could do the same.
