Ritsumeikan APU or Toyo University?

I’ve been accepted to study abroad through my university for one semester in both Ritsumeikan APU and Toyo University.

I’m having trouble deciding which one to go to; I’ve seen mixed reviews about APU, like how the classes are not good, and it’s kind of clique-y (as well as not very good support from the study abroad office). I’ve also heard critiques of it’s (more) rural location. But I’ve also found really glowing reviews and obviously, I understand there are pros and cons to every university. I’m a bit wary of Toyo University because it is in Tokyo and I’m not sure I’d enjoy being in the thick of the city for a whole semester. There’s the additional factor that my sister will also be studying abroad in the same program at Toyo University, and we have also attended the same home university for the past year together (it’s also her last senior semester).

Do you have any advice or things I have neglected to think about when making my decision? Finances are not an issue. I’m trying to pick the place where my Japanese would develop the most, but also network with people for future work. I am a Communications major, but I am not worried about transferring credit because I am set in my degree without transferring anything back; mostly just looking to improve my Japanese and experience the culture, and if I happen to get credit for Communications classes (if offered), that would be great. Additionally, I will not be taking any classes in Japanese (other than language learning) because I have not taken the JLPT. However, I would classify myself as intermediate high in Japanese fluency. I also like to do many sports and extracurricular activities. Any advice/thoughts would be appreciated.
