Can’t form basic sentences by the end of みんなの日本語 1—is 2 better?

Hey there!

I’m nearing the end of みんなの日本語 1 and I’m understanding most things easily and can generally do the lessons fine, but actually coming up with any of those sentences myself is practically impossible. I have the workbooks and try to do those, and use Bunpro + Tae Kim + WaniKani & KaniWani, but I genuienly still can’t form the most basic of sentences myself. Is this to be expected at my level? Would edging into the second books build up on this more? Or should I spend a lot of time reviewing before moving on?
