Currently working at an eikaiwa but my long-term plan is to be a web designer. I have JLPT N2 but my Japanese is starting to become a bit rusty since I’m not using it on a daily basis. Planning to make the career change after 2-3ish years depending on my growth as a self-learner. Should I aim for an N1 first and then study web design or should I start doing the latter asap? Thanks in advance!

I’d do the latter first but you could learn the Japanese terms you’ll need in tech work alongside.
I aimed for N1 before starting to learn Javascript, but looking bad I wish I would have studied both at the same time.
Do you have experience and a portfolio? If not, you won’t find much.
Your language abilities will always come second to your technical abilities in web design.
Tbh you will most likely be working in an English speaking development team anyway.
Japanese aside, “Web designer” and “long-term plan” do not belong together.
Web design salaries here are not that great. My partner worked as one and worked on some websites for some pretty big brands and I made more than him as an ALT. It was little more than interac money.
