You should check the official Suntory Hall homepage – it should have release date for tickets and online booking, I think?
If it’s a major performance they usually release tickets upwards 6 months in advance I think? Not really sure how quickly the tickets sell out – it depends on if there is a solo artist performing along the orchestra and who that is.
As for dress code – it’s very varied. I really haven’t seen people dress “up” more than usual, so smart casual / business casual is probably most common

I don’t know about the tickets, but I live and work near a performance hall. Whenever there’s an orchestra the gents usually wear a suit (neckties seemed optional), and in summer some didn’t wear jackets. Some ladies wore a simple dress (? what the japanese usually call a “one-piece”), some wore suits. Nobody wore overly obvious jewelry, and the hairstyles were also very simple.
