There are ferry from Naoshima to Inujima via a stop in Teshima. This is actually one of the easiest way to access Inujima. From Okayama station there is only 1 connection per day to Inujima.

In general, you’d be better off staying at Naoshima if you want to visit Inujima.
If you don’t want to stay in the islands, I tend to generally recommend Takamatsu, because of Ritsurin, Shikoku-mura and Triennale exhibits.
