Depends on what you mean by expats. If you mean people who are sent to Japan by their company on usually quite juicy packages, they are usually in Roppongi, Azabujuban, Hiro, shopping at Nisshin and other grocery stores that cater to foreigners. Also, Roppongi night life obviously but not sure if that’s a great place to make friends.
The first question is where are you located?
Are you not interested in making Japanese friends? hanging out for other foreigners sounds counter productive since you moved to Asia. But, you do you I guess.
