Usually takes 15 min, in my ward we have to make an appointment in advance (online). No japanese is fine.
Yeah Toshima ward is very chill and very organized and they tend to have English translations for common stuff. Information booth on the first floor is very helpful.
It’s ok without any Japanese. They’ll have instructions in other languages.
Note: They will ask you to select a PIN number (4-digits) and also a separate Password that’s between 6 and 16 characters long (numbers and letters, with at least one uppercase letter and one number). So you may want to think of a PIN and password to use beforehand.
(There’s actually 3 different PINs you need to set, but you can use the same PIN for all of them).
Overall the process is pretty quick & easy even without Japanese.
