What kind of effect does this irregular reading have when you read it?

There’s this chapter in beserk where 人間の都市 was read ひとのまち. Is this supposed to give any effect to the reader?

  1. The reading tells us how we’re supposed to read it, but the kanji might give us an insight on what we’re supposed to get out of it.

  2. for me this just gives an other name to the same thing, as for the reason imo it is to make it cooler and also to draw your attention on it, stress this particular phrase
