That’s super difficult to read, but I renewed my visa recently and they gave me two weeks from the day it was mailed, so 16 would line up with that going by the stamp that it was sent on the 2nd. First number kind of looks like a 16…

It’s usually two weeks. So it’s 16 Nov. most probably.
