Visa change to tourist becoming stricter

So I read online that I could apply to change my visa from student to temporary visa for sightseeing before going back to my country.
My school term ends mid Dec and I decided to quit anyways because of many reasons, but wanted to do some sightseeing before going back until Year end ( one month and a half). So I went to shinagawa and asked them for this change, and they immediately said its not possible and I have to leave the country and re-enter as a tourist, if I finish my studies I need to immediately go back to my country, did they become more strict or was this always the case? I feel disheartened somehow.

Edit: they did not even check my country or passport, and usually we enter Japan with ease, no visa required up to 1 month and really easy tourist visa for 3 months, like it just does not make sense to go back and re-enter if they will give me the visa anyways.

  1. Hold up – did you actually speak with an immigration officer or that “information” help desk that’s usually staffed by a gaijin?

    I’ve heard of wrong or inaccurate information being given out by those people before.
