I often like cosplaying out and about on daily tasks like the grocery store, shopping, etc, but I have heard that in Japan you are not allowed to cosplay anywhere but conventions or cosplay meet ups. However, I have seen some videos of people in cosplay in Japan just out and about. I am wondering what the rules for cosplay are in Japan, Thank you!

There’s no rules. I think you’re confused by *some* conventions having rules that you cannot enter the venue in costume but rather need to change at the event.
Outside of those conventions, you can wear whatever you want out in public.
