Some cities are giving 50,000y to everyone, but most are not.
Those 50,000y are only for people that didn’t earn enough last year and is exempt from paying residence tax.
I got one of those in the mail yesterday and I arrived in November last year. I missed the 100,000 one earlier this year because I didn’t open the envelope right away. Huge mistake. I mailed it on the cutoff day, but I think it was too late. Later, my city sent one for 10KG of rice which I did in fact recieve.
You can always ask your city hall and see if they can explain to you in more detail.
