Recently, people I know have been receiving letters informing them about the 50k yen monetary assistance for inflation thing, but I haven’t. Is there a possibility that they don’t give to people who have only been here for less than a year or so?

Some cities are giving 50,000y to everyone, but most are not.
Those 50,000y are only for people that didn’t earn enough last year and is exempt from paying residence tax.
I got one of those in the mail yesterday and I arrived in November last year. I missed the 100,000 one earlier this year because I didn’t open the envelope right away. Huge mistake. I mailed it on the cutoff day, but I think it was too late. Later, my city sent one for 10KG of rice which I did in fact recieve.
You can always ask your city hall and see if they can explain to you in more detail.
