So I have been living in an Airbnb for 3 weeks now, and its address is the first address in my residence card.
Now, I will be moving into a leased apartment (2 yrs contract) over the weekend. Do I need to get a moving out certificate from the city office of my Airbnb and bring it the city office of my apartment once I register my new address?

The answer is yes.
Is it different ward within a city (e.g. Yokohama, Osaka)? Then you can just go to your new ward office, since it’s moving within the same city.
Is it the 23 wards of Tokyo? Then you need to go to your old wards office to file for moving out first, since Tokyo ward are treated the same as city.
