I will be in Tokyo from Dec 12 until Dec 19 and it will be my first trip. I had a look on Tokyo Cheapo for ideas on places I can add to my iteninary and saw that Jump Festa 23 will take place between Dec 18- Dec 19 at Makuhari Messe event hall in Chiba. The website mentioned that admission is free but I would need to register via the “Jump NAVI” app to be able to enter. I have downloaded the app but it is entirely in Japenese and I have no idea how to navigate through it. I tried looking online to see if there were more details on how I could register via the app but they are all in Japenese. I would love to attend in person, any recommendations?

If the event says you have to register through the app, then you have to register through the app. Use Google Translate’s camera function.
