Living in an apartment building for 3 years now, my upstairs neighbours dog in recent month has been barking ALL DAY she isn’t there. I’ve already talked to the building manager and asked him to talk to her about it and be discreet about who made the complaint. He said, yeah I’ll tell her but also しょうがないね.
That was two weeks ago and nothing has changed. What’s the move here? Try a second time with him? Try to tell her about it directly (which could start the good old passive aggressive relationship where she also complains about me at other times for having music too loud or something) ? Would going to the police for noise complaints be a bit too nuclear at this point?

There’s nothing you can do about it short of learning to tolerate it or moving to an apartment building that doesn’t allow pets. Barking dogs are a common noise problem across Japan, including my own noisy West Highland White Terrier, the neighbor’s loud mixed-breed dog across the street, and the two yappy miniature Dachshunds of the neighbor behind us. This neighborhood is a non-stop barkfest.

I think you’re gonna have to jimmy the lock, kidnap the dog and drop it off miles away with the help of your mailman friend.
