I don’t think Apple Store will do any tax refund now.
And FYI, government previously had caught some people who were abuse of that visitor’s tax refund policy, I am not saying your friend will be caught, but who knows?
People caught are very rare. I’ve had friends come visit and use their tax free benefits for people living here, and no one had any issues.
