I’m looking for old/used/junk Japanese vehicle liscence plates for a collection. Any thoughts on where one might obtain these?
I’ve wandered the mountains and countryside for years in Japan, but have never once stumbled upon a random abandoned plate. In the USA that’s something you’d definitely find on the ground if you spend much time outdoors.
Are plates turned back in once they are no longer needed?

Yes, vehicle plates are treated as official certificates and either remain at the vehicle (i.a. same plate for next owner) or must be returned to authorities.
