Presumably they’re doing it because Twitter JP fired its “moderators” and so the “now trending” function shows what’s actually trending rather than what they would like to be trending.

From what I’ve read in some of the help subs, everyone who connects from Japan got spammed with that message. Apparently, Reddit wants to build up a Japanese community, so they’re soliciting everyone in Japan in an effort to get us to recruit Japanese members. My Japanese husband hates online discussion communities like this, though, so he’s definitely out.

I had it as well. Had no clue it was getting spread to other folks as well, and so far it seems to be only in this subreddit; I haven’t gotten similar notifications from other subs I’m in.
Saw it last night and just assumed a handful of newer Redditors in Japan get it. Didn’t expect the country to get spammed at once
