I met my partner on Pairs and know several other people who met long term partners on there. I’m a woman though so your result may be different. Whether it’s worth it or not will depend what you’re looking for. If you’re looking for something serious with the intent to settle down and get married and are looking for a Japanese partner it’s probably worth it. If you aren’t fluent in Japanese, are looking to date foreigners, or are looking for something casual I would say give it a pass.
As already mentioned, if you’re serious, and can communicate in Japanese, it’s worth it.
