The 日本語 dictionary ios app has a pretty good OCR function. I use it for lookups when I read printed books.
https://github.com/kha-white/manga-ocr/ Is good for not just manga and handles vertical text pretty well, if you scroll down there are examples. You can also setup a ShareX workflow as described in the “Running in the background” section for very streamlined OCRing, especially with a clipboard inserting browser addon and page such as https://learnjapanese.moe/texthooker.html for easy yomichan lookups.
Did you try the most obvoius one: Google translator ? It was pretty reliable so far
