Hi fellow redditors of r/japanlife , I’m trying to rent an apartment but my housing agent told me that I must make bank transfer to pay up my initial fees, and it must be wired from a Japanese bank account. However it would still take at least a week for my debit card to arrive , does anyone know if foreigners can transfer money via Yucho passbook?

Your passbook will work. You probably have a single transaction limit of 50 man, which you should be able to raise at the teller desk if you need to.
As long as you have the cash you can furikomi from lots of banks at the counter without being a customer. I had to do this when I first moved to Japan
