Understanding Rakuten Ticket lottery correctly—was I double charged?

First time applying to a ticket lottery, and I applied through Rakuten (Final Fantasy X kabuki) and a charge on my US credit card went through that day. About a week later I was notified I won the lottery and was charged again (+- $20 since I assume yen-USD conversion). Now as far as I understand, there is no charge for the lottery so I should have been charged just once, right? Or am I misunderstanding the lottery system?

If not, I’m trying to figure out the best way to get a refund of this double charge. Looking at Rakuten FAQs, they seem to address this exact concern but specifically in regards to failed lottery applications. On that page, they direct customers to contact their credit card company directly— I can’t even find any kind of direct contact info for Rakuten Ticket. Chase is obviously like “do you want to flag one as fraud?” which I don’t necessarily want to do and possibly do the wrong one, invalidating my ticket (which I have since received a physical copy of). Anyone had experience with this and have suggestions about next steps?

  1. was it just pre-authorization for first charge, and then actual payment for the second? in this case the pre will expire in a few days.
