Because of the downturn of the economy, the company I am working at experienced very low sales so income is affected so I was thinking of earning extra money by baking home made cakes and dog biscuits and selling locally. I only live in a small apartment in Tokyo so I don’t have that much capacity so I don’t expect to sell that much to earn a lot.
Are there anyone here who have experience selling food as a side hustle? What would I need in terms of legality aside from having to report the additional income to the tax office? Would I need to report this to the city ward to get a license? Any advise would be helpful.

I can’t speak to dog biscuits but for cakes you will need a licensed kitchen, which cannot be your home kitchen. There’s a chance that there might be a facility you can rent time on a part-time/start up sort of a basis if something like your local chamber of commerce has set up to help get small businesses started (when we started there was a commercial kitchen you could use by joining an agricultural association), you could try asking at your local shokokai/ chamber of commerce.
Selling food is very complex.
Need license and need a bunch of requirements to start selling food.
You probably going to have to rent a space specially to bake those cakes and need to pass inspection, etc.
Better sell other stuff, like handmade jewelry
