No tax free for students with working permit

Hey guys, I know you are probably sick of tax free questions but I couldn’t find an answer in previous posts.
My tax free request just got declined in Uniqlo because I have a working permit sticker in my passport. I still leave the country before six months and bought over 5k Yen too.
Is this a thing or did my cashier just didn’t know? He told my that the law changed a few years ago. It’s the first time hearing of something like this.
