Being stupid and sounding stupid are two different things. In English, someone using “like” in every other sentence can sound less than intelligent. The “sa” in Japanese is not much different. At least, that’s my two cents.
No, -さー serves a specific communicative function that some speakers adopt more than others. I’ll give it to you that some speakers overuse it to the extent of being obnoxious , but compare it to its nonverbal alternative, touching arms, shoulders, etc. Long live さ。

I don’t know anyone that uses it frequently. Maybe I’m too old and it’s a generational thing? I thought it was just for kids.
It’s not that a さ user is necessarily unintelligent, but it is impossible to SOUND intelligent when using it (repeatedly), similar to the English “bro,” “social justice warrior,” “innit,” or “maths.”
In the linguistic world, this can be used as one of many “filler words”. Some children when they’re trying to form the sentence in their head will use this in between words. No different than “Um” or “like”, it helps fill in the silent gaps.
