Look around for halal shops/supermarkets. Lots everywhere these days, and they often have a large selection of dried beans and other spices. I did a quick look and there are a number of shops around Odakyu Sagamihara.
If there’s any Indian supermarkets, you can find them cheap there. Googling 神奈川 インド系スーパーマーケットseems to come up with some relevant hits.

Gyomu and Kaldi sometimes have them.
You have the entire internet at your beck and call.
Lentils are called renzu mame (レンズ豆).

Try the halal markets in shin okubo
If you’re planning to use them a lot, it’s cheaper to order online from Indian shop and buy in bulk. There are plenty of shops in Tokyo area especially. Try to google Online Indian Shop, so you can compare prices.
I usually buy Indian tea leaves online from Kobe Spice. They also list lentils and other Indian condiments on the site. Even though, they are in Kobe they ship nationwide, shipping is free over certain amount, I think ¥5,000.

This store, [Kawahara](https://kawaharahonten.com/shouhin.html#mame), near Machida station, has a bunch of dried beans. Here it is on the [Google Maps](https://goo.gl/maps/oo4VukLgQKvPAXXc9). Some other folks mentioned Gyomu Super, which also has Machida locations, and is great for canned lentils and some other beans.
There’s a Halal shop on the road between Machida and Zama. Near Odakyu Sagamihara I think. They likely have a bunch of stuff.
The Seijo Ishii in the Odakyu at Machida station has black bean cans! I think I’ve seen lentils there too. Not sure about dried though.
