What are my chances of getting a provisional/special teaching license to teach special education with a Bachelor’s in English education and a Master’s in special education? I’ve currently got three associates degrees and have been accepted into a simultaneous Bachelor’s+ Masters program spring 2022

Depends on where you are. Officially MEXT does not like giving out the provisional licenses. They only do it in places where there isn’t enough teachers. Overpopulated schools where they have 40+ kids per class. Public school teachers are not well paid so in places like Tokyo where cost of living is high they have trouble finding enough people willing to take the job. In these situations they just deputize the ALTs that are already there so they can legally solo teach. Qualifications have zero impact.
Getting a teaching license, specifically? If you don’t speak Japanese, then zero.
Otherwise, you’ll have to take the exams like other Japanese people do.
