Animal welfare laws in Japan.

How does it compare to other countries, say, Western Europe, North America, etc?

From my observations, it is somewhat simple compared to other developed countries and likewise rudimentary. Otherwise I don’t know how those weird establishments (animal cafes) and some rural zoos with tiny cramped cages can operate legally.

Also, are there any laws in regards to serving live fish? Because this is a thing here, and a few years ago there was this batshit crazy Izakaya in Shinzuku which served live frogs.
