Cannot Get Through to Rakuten (CC) from America

I have tried every number online to reach someone at Rakuten from the US at their English line.

I got through to one guy from a number on a post here but he was just repeating “日本語のみ.”

I have been getting charged on a cc I canceled (and received confirmation of cancelation).

I’m at a loss of what to do.

I tried the Rakuten here in the US but nothing.
