Wasn’t able to quickly find the original article in Japanese, but it seems much more likely that the 34% refers to new fathers eligible to take paternity leave, not all Japanese government workers of any age or sex.
I don’t trust this number. I feel it is 1% :))
Wonder how many of them were harassed/bullied afterwards. Or demoted to lower positions when they came back.

Yeah, my work gave me five days 🙄 I had the baby in NICU for a month and had to use all my nenkyu to be at the hospital. Even then I was only allowed to take five consecutive days, work one day, rise and repeat. 34% means nothing if these are the conditions.
