I applied to University A as backup option for the exchange program and I’m still waiting for the official acceptance notice from my first choice University B right now.
But my COE application for University A was submitted and is currently in the reviewing process already. Is it possible that my COE application to University B later get rejected?

It is not “possible”. It’s ***guaranteed.*** You cannot have multiple CoEs or CoE applications. Period.
Best case scenario: Immigration rejects your application from University B because there’s already one ongoing.
Worst case scenario: Immigration rejects *both* applications, and possibly blacklists you if they think you’re submitting fraudulent applications.
Did you tell B that A has already submitted your COE application?
Shit will probably get weird when immigration see a second COE application for the same person.
Do not submit more than one COE application at a time. This will look like immigration fraud.
In fact, you should already *know* which university you’re supposed to be going to *before* it reaches the point of a COE being applied for. The same goes for any other COE application scenario.
