Import tax for electronics is 0%, but there is consumption tax—10%. You may or may not get taxed depending on multiple factors – which postal service you friend will use, will your friend send it as a “gift”, will customs officer randomly check your package and decide that $2000 laptop is not a “gift”, etc.
I usually assume that I will get taxed and based on it decide is it worth the hassle.
