First time going through a winter. Currently I find that after stepping out of the shower, even with a ceramic heater blowing hot air at me, even the hot air feels cold.
How do the people here manage their showers dry down routine? Are your bathrooms heated using the fan and floor? Or is the entire house warmed with some central heating system? Or do you just bare with the cold?

Depends on the place. If icicles form under your nose between reaching for the towel and the official beginning of the dry down procedure you might want to consider investing into a kerosene heater.

I just tough it out. It’s only a few minutes. But if the ceramic heater blows air, that might have the opposite effect and evaporate the water off you which will feel cold. Maybe try a radiant heater. It won’t heat the air much, but should feel warm to stand in front of as there’s no air movement.
I bring my towel and some clothes on a hanger in the shower room and close the door while showering to keep the steam in. Once i’m done showering, the shower room is still steamy and warm, so i dry myself and dress there.
I just keep my whole apartment heated to a comfortable temperature.
Just stand inside the bathroom for 5 minutes and you will dry naturally and won’t feel cold.
I have a small ceramic heater which goes everywhere I go in the winter time. It makes trips to the loo and shower time much more comfortable.
Some people put like… a wooden pallet down on the tile. I haven’t but I wish for one every time I get in.

Yea Japanese buildings aren’t famous for insulation. Try to set a routine for your a/c.
1. Set your a/c to automatically turn on around the time you wake up.
2. Shower with bathroom fan off. If you can’t turn it off, block it with aluminum foil. This will keep all the steam in.
3. By the time you morning shower is finished, a/c has warmed the whole place up so it’s not cold when you’re out.
Apply the same principle for evening showers.
Don’t forget to get the fan going when your bathroom isn’t in use. Or else you’ll get a very moldy bathroom.
