I’m looking for just instant noodles (without flavour packets or anything, just the noodles) that I can cook with boiling water, just like you’d do with cup noodles, but I haven’t been able to identify anything like that in the supermarket. Does it exist here?

Go the refrigerator section with gyoza and yakisoba. They have fresh noodles there without flavor packets.
They have the ones that are already cooked and sealed but you still gotta boil it home so it softens up. I’m pretty sure most supermarkets have them. Soba, udon, wide ones, etc.
Do you mean dried noodles?, the just add hot water type. Seen them in an Aeon supermarket before.
Just don’t add the flavour packet.
