From what I was taught when we touched this subject in my school, they’re often interchangeable. Although に emphasizes the destination while へ focuses more on the traject to reach it (don’t know if my explanation makes it even more confusing, though).
Maybe I’m wrong, but my intuiton tells me that maybe に could also be used when the destination is a certain, defined place, while へ is less specific (for instance, you plan to go to Spain, but it’s still not decided exactly where in that country). If someone could confirm this, please be my guest.
