Where do you get CoE for long-term sightseeing?

I’ve studied and worked in Japan for several years now. I understand that if it’s for work, then the company you worked for will request it for you. If it’s for study, the school will request it for you. But where do you need to go if you need CoE for long-term sightseeing?

I’ve checked the mofa and Isa sites. Other than the money requirement, they don’t really tell you what you need to do to get this

  1. A Certificate of Eligibility is generally a document that a sponsor would apply for on your behalf.

    The long term sightseeing visa requires no such sponsor, so there would be no requirement of a Certificate of Eligibility.

    If you have the money (and the proof of that money) then you’d be able to apply for the visa yourself via your local Japanese embassy/consulate. Its the same for a working holiday visa. No sponsor required, so no CoE needed.
