I’m not a USAF employee, but if I’m not mistaken, you could be hired with MLC. Not sure if AF has that though.

What type of visa do you have?
There are full-time jobs on bases, but are mostly only for Japanese citizen or Permanent Resident.
Many of those jobs will require a JLPT N2 certification or you need to take a test at the interview.
Speaking English is a given, since it’s on a U.S. base
There are some jobs that will allow Spouse visa but they’re usually cleaning or some other manual labor and are not the full-time with benefits type jobs.
I work on a base but I can’t go into too much detail for security reasons but let me know if you need more info.
