I prefer “volunteering” personally by buying 4 or 5 cans of **hot** coffee and giving them out to the homeless as I come across them on my way to work these cold December mornings.

Are you asking about volunteering with (or without) an already valid visa that’s not a visa waiver (tourist visa)?
On a visa waiver (tourist visa), volunteering is very iffy such as [WWOOFing](https://www.wwoofjapan.com/home/index.php?lang=en).
