Regarding COE

Hello, I have one query regarding COE (Certificate Of Eligibility). Please give your insights on this!

So the employer submitted all the documents for COE to the immigration office through the immigration lawyer, who was appointed for the visa process on 24th of October 2022. And within some weeks the lawyer said that all the documents were accepted at the immigration office. However, after some days, they received a notification from the immigration office that one of the documents had expired and the updated one needed to be submitted. The expired document was from the employer’s side. Unfortunately, when the employer got informed about this through a lawyer, some of the main people were on the business trip and without them being present in Japan, the updated document couldn’t be submitted. So they came back to Japan and submitted the updated document on 1st December.

The usual time which takes for COE to arrive is around 1 to 3 months. So now my question is that in that period, the updated document couldn’t be submitted, but apart from that one document, every other document was accepted by the immigration office; was the entire COE process on HOLD until the updated doc got submitted? OR the COE was getting processed in the background until one updated document got submitted and the process continued, OR the COE process only begun after the updated doc got submitted and the entire process was on hold in the month of November and the process began on 2nd December. Which one is it? Because the employer has not received any updates on the COE till today as well.
