What does 定住者 (teijuusha) means?

Hi, I was preparing a document that outlies the status of residence of every person living in Japan from my country as of June 2022 and I came across a status of residence called 定住者 (teijuusha).

I tried to google it a bit but it got more confusing.
Can somebody please explain what is it exactly and for example who would receive this status?

  1. A residence status with no work/life limitations like a permanent resident but has a duration of stay.

    It is granted to people who are deemed to have special circumstances by the MOFA.

    Common examples are, bloodline relatives to JP nationals but are not nationals themselves, refugees in a crisis recognized by the Japanese government, or that American guy that got his JP naturalized citizenship revoked for trying to scam the MOJ.
