I don’t think that’s what’s happening. It’s simply no one has decided to develop it yet. I’ve seen plenty of construction start as soon as the land has been cleared.
Anywhere from a few hours, to forever.
They might have razed it just so they don’t have to pay property taxes on the building.
Check for construction permit signs near the site. If they are building something, they will probably have one.
The plot next door to my building they had the shinto priests out to bless it the day after they got done razing the rice vending machine that had been there for decades. The combini that was thrown up was completed within 2 months.
The plot on the corner behind my building was razed this summer (old house and a persimmon orchard). They still haven’t done anything and the weeds are getting high enough to block the line of sight for traffic at that corner.
If they have plans, they might have sent around fliers with the schedule.
In my experience, if they’re planning and building quick, about a month after clearing to building foundations.
