What hiragana character is this?

I was reading よつばと! and came across [this set of characters](https://ibb.co/PxnPjqL) and was confused what the character between きよ(_)は was. I haven’t come across anything in kana that looks like this… maybe it’s a handwriting or font that I’m unaware of? Sorry if this is a dumb question. ありがとございます!

  1. there’s a lot of weird fonts out there but if you practice proper stroke order and direction you’ll see how the top stroke of う is slightly down, and thus only slightly exaggerated in that font, whereas ラ is straight across (and the bottom half has a sharp turn not a curve) – just as an example
