It depends on the city.
Airbnbs are registered as hotels and some cities like Kyoto and Shibuya have exceptionally specific rules regarding them.
If you’ll be living in a city that allows you to register a hotel as your permanent address, you’d still need to make sure you’d be able to get mail there. Not every airbnb will give you access to the mailbox.
Keep in mind as well that airbnb allows a maximum occupancy of 180 days in a year for the property, so regardless of where you are in Japan you’d still need to move around a lot or find something better suited to long term accomodations.

Yes you can. I did years past but just realize this will be used for your healthcare, pension and city tax. So make sure to go to the post office and have them forward mail to your new address so you don’t miss any important mail whenever you move out.
for me i stayed in a hotel and on my card it said something along the lines of yet to get an address.
