I downloaded google pay and the option for the e payment is grayed out. I have a Google Fi unlocked phone with a dual sim with a Japanese number as well as my american number. I figure the s21 has all the latest NFC but I guess not?
If not is there an easy way to charge my pasmo card from my phone so I don’t have to use time at the train station?

No, Osaifu-Keitai require domestic Android phone.
Not from a phone. You can charge at convenience store.
Us galaxy doesn’t have Felica chip and so doesn’t have Osaifu keitai.
Get the latest Google wear, fitbit or Garmin as a workaround.
