Are kotatsu power cords univeral?

I have a kotatsu cord that needs replacing but there isn’t a model number on the cord itself. The side that plugs in is 2 prong 7a 250v rated. Can I just replace this with any from Amazon that would fit?

Edit: Since Japan’s voltage only goes up to 100v, would a 7a 100v rated plug work all the same?

Because of the electrical requirements in Japan you can’t just buy replacement plugs/cords (well, not like I think of as replacements – where you open up the device and do some soldering maybe some connectors or strip the wires and wire up the plugs – you know electrician stuff – I mean if it’s like a laptop cord where it has plugs on both ends into a plug on the kotatsu that would totally work but where’s the fun in that?) They want an electrician to replace them. I know, silly gooses, worrying about fires in largely high density wooden housing…

    Although where in Japan uses 250v… Sounds a bit… European if you ask me…
