Student COE got rejected.

I was planning to study at a language school in nagoya starting from July. I have submitted all the necessary documents, infact more than once when they asked for additional documents. My sponsor’s( father’s) bank balance is more than sufficient and the school itself was sure that there would be no issues. But now I’m being told that the COE was not issued. The reason given was

“理由は「出入国歴、不交付歴等について重大な未申告がある」でした。
The reason is that there is a significant undeclared information about the
immigration history and non-issuance history etc.”
I have never been to Japan before, infact I have never even applied for a COE before. Yet now they’re asking me if I ever applied for a status other than “student” of if I’ve ever come to Japan before or applied through a different school. The school says they’ll talk to immigration and try applying again. What are the hopes I get my COE before July . Should I just give up.

  1. Do you have a common name? It’s possible that your name got matched to someone who ***has*** applied for a visa before. This is honestly the only thing I can think of that would cause that particular result if you’ve never interacted with Japanese immigration.

    That’s pretty much all they can do. The approval/denial system is very opaque, and there is very little you can do to appeal a decision.

    Unfortunately the chances of you getting a CoE before July are effectively non-existent. Even if your school gets more information from immigration (which they likely will not) there is no way to “appeal” or “re-process” an application. They/you will need to apply again from scratch, and the timeline is such that there’s pretty much zero chance of getting it done in a month.

  2. The best that the school can do is speak to immigration and insist that you never stepped in Japan before. Also did you show them your passport? To show that you have no stamps indicating that you’ve been to Japan ?

  3. If the application denial just happened, it is possible that they do not have not had a chance to hear the denial explanation yet. Generally when an application at immigration is denied, the party that filed the application can visit the bureau and request a detailed explanation (usually after a period of a month or so).

    When the applying party goes to request the explanation, they actually do generally point out pretty specifically what document or lack of document was the key to the application denial.

    You are sort of at the mercy of whether the school will go to listen to the reason, but if they have not yet and do plan to, I would wait to hear what immigration says at that time before giving up.
