My electricity bill is stupid high for no reason every month, so I want to do everything I possibly can to lower it. My friend gave me a free kotatsu, but no blanket for it. Do I need to measure it to get an exact fit blanket? Does any blanket work? do I need a specific one for a kotatsu?

You need an under insulation blanket and the over blanket. Go into any home center and get a cheap set.
You will need:
A mat to put the kotatsu and yourself on (so you don’t sit right on the ground and protect your flooring), any somewhat thick carpet will do the trick.
A blanket to sandwich between the table structure and the top. Kotatsu-specific blankets are nicer as they are thin in the center and fluffy at the sides where you rest. That being said, I use mine with an old thick scratchy wool felt blanket (grandma’s seventies special) and it’s perfectly fine.
If there’s a Shimamura near you check it out. They have kotatsu carpets and covers for cheap.
