When does the one year starts from for WH visa?

For my country only 200 people can get the Working Holiday visa per year. But where does the year start? Is it the calendar new year or the financial new year? Or is it depending on my country?

I guess it is worth applying for the visa at the beginning of the year. Is it a common problem that the limit is already reached?
